Who's in Control?

Political analysts talk about how an open seat may help a party take control or keep control. Is the most desirable government one in which one party has control and everyone else is controlled? If not, what kind of representatives should be making decisions on behalf of the citizens? What qualities should candidates have and what evidence should they offer during a campaign that they really have the desired qualities?
